The Russian Federation has received financing from the
World Bank toward the cost of the Sustainable Forestry Pilot Project, and it
intends to apply part of the proceeds toward payments under contract for supply
of mobile computers with system of satellite navigation, geodetic satellite
systems, total stations and electronic field equipment. The Foundation for
Enterprise Restructuring and Financial Institutions Development (FER) now
invites sealed bids from eligible bidders for the following contract: SFPP/ICB
24 for supply of mobile computers with system of satellite navigation, geodetic
satellite systems, total stations and electronic field equipment 182 units. Contract includes provision of
training. The delivery period is 24 weeks.
Bidding will be conducted through the international competitive bidding
procedures specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA
Credits, January 1995, revised January and August 1996,
September 1997 and January 1999, and is open to all eligible bidders as defined
in the guidelines.
Interested eligible bidders may obtain further information from and inspect the
bidding documents from the FER at the address below during office hours from
11:00 till 16:00 hours Moscow time Monday through Friday. A complete set of
bidding documents in English may be purchased by interested bidders on the
submission of a written application to the address below and upon payment of a
nonrefundable fee of Rub 3,200.00 (VAT is included) or in US$ 120 (VAT is
included). The method of payment will be direct transfer to the following
account:
(a) For bidders that are residents of the Russian Federation, should be made in
the Russian Rubles to the account of the Ministry of Finance of the Russian

(b) For bidders not residing in the Russian Federation, payment shall be made

Bank of New York, NY, IRVTUS33. All bank charges must be applied to the account

(c) The application for the bidding documents should clearly state the
following information: the bidder's name, the address to which the bidding
documents should be sent, telephone and fax numbers, preferred mode of delivery
of bidding documents, and account name with one of the global courier services
(if chosen as mode of delivery of bidding documents). Application should be
accompanied by documentary evidence of payment of the non-refundable fee.
(d) Upon receipt of the written application described in this paragraph and the
proof of payment, the FER will send by mail one set of the bidding documents.
At the request of the bidder bidding documents may be sent by courier service
at the expense of the bidder. Bidders may choose to arrange courier pick-up of
the bidding documents at the office of the FER specified below or the courier
service delivery. These methods of obtaining the documents should be
coordinated with the contact person named below.
All bids must be accompanied by a bid security of not less than US$ 50,000 or
an equivalent amount in a local currency or a freely convertible currency, and
be delivered to the address below by 1200 hours (Moscow time) on 14 January
2009. They will be opened immediately thereafter, in the presence of bidders
representatives who choose to attend, at the address below. Late bids will be
rejected.
